As of this evening, legislators in Washington D.C. have been unable to finalize the much touted homeowners' rescue plan. Still no help is being offered for second homes and investors. Primary homeowners are promised assistance if the bill passes only if they are current or nearly current on their existing obligations. Given this uncertainty one wonders whether or not this legislation in its final form will aid a significant percentage of homeowners at all. As one prominent legislator who spoke on background put it, "Most of my constituents feel that the help will be too little, too late and are taking their own measures to help themselves."
